How much time has passed between the Buu arc and this? Seven years? Gohan's power dip is way bigger than during the last 7 year timeskip.

Buu arc saw Gohan fall from mid-tier SSj2 to low-tier SSj2. Not that big a drop, and to be expected with little training. RoF has him fall from SSj3 tier to not-sure-I-can-still go-SSj1-tier. That's a massive, massive drop.
