Basically it's Mercenaries, but versus instead of co-op.
All in all, this game has: an online and offline story mode (with hidden medallions and treasures, secret and upgradable weapons, multiple difficulties settings); an online and offline Mercenaries minigame with 10 characters and 8 stages (watching Wesker and Chris co-op is epic); an online and offline Versus mode.
The replaying value of this game is something unique.

And yet the game still isn't as good as Resi 4.

No, I'm guessing the winner is the one with the highest score. That's offline single player mercenaries (there is an option to have an AI partner):
