That's how the fansubs tend to look. They leave everything in Japanese with annoying special effects and leave translation notes at the top.

Is it that hard to not be Weaboo's and translate "Ougon Rifle" and "Hanabi: Ougon Peony" into "Golden Rifle" and "FireWorks: Golden Peony?"

People want it to be left untranslated because it learns you Japanese.

There is one series that I can accept attacks being in another language... Mahou Sensei Negima, for the reason that the attacks are in Latin as opposed to Japanese.

One Piece has also foreign attacks (Robin and Sanji have Spanish and French attacks), which should be left untranslated. But Luffy's attacks are very easily translatable to English.
