They can not encapsulate how good the manga was in a two hour movie. Don't even know if I want to watch the movie.

But in all fairness, the animators' amateur attempts at handling such an assignment has really become part of the film's charm(other than its mindfuckery and assness compared to the original comic). It's always hilarious to see a character have an awkward twitch, jerk around or randomly hunch over and make a stupid face because their respective animators just didn't know what to really do with their character when they're not talking/being the focal point of attention. =P

The apparent assness looks better then most things i've seen to date.

The film did have lip syncing, though(for the original Japanese version, obviously).
And no, for me, the fluidity comes second to how well the animators actually, for lack of better words, "act out" the characters. Considering how Akira was, if I assumed correctly, a first major full animated(instead of the standard limited style) anime film, they probably(and did by the looks of it) had difficulty in doing said "acting".
As you may know, animation on this level is rather difficult, not only because it's such an exhausting job, it's also because you have to know how to make these characters have movement and gestures that are natural and plausible. The fluidity isn't what's important(well, unless the frame rate is god awful, then yeah, it'll be detrimental), it's the character moving convincingly and not looking stiff or jerking around.
In Akira, it's inconsistent. Sometimes, mostly when a character is speaking, it looks pretty well done. The character has weight to them, their gestures accentuate how they feel, and it just looks flat out natural. Other times, the animation just looks off. A character may look a little stiff as if someone shoved a stick up their ass, they'll have jerky movements, the gestures may be a bit too overblown and not calm and subtle when required, and the facial animation sometimes looks derp.
I think that's mostly the problem that the studio had when they did Akira. They finally got a chance to do a full animated epic and just went nuts over this more expressive and intricate style of animation that other certain studios(coughDisneycough) have been handling with much more finesse for years.
If you look at the following feature the same studio produced years later, Steamboy, you can see the animation looks a lot more refined. Too bad the film itself was so lousy, though.

Then you haven't seen much things. Hell, even Miyazaki's work is more tolerable. While his films' animation is obviously more limited, at least the characters don't jerk around and look like idiots when they do move.

End of Evangelion has the best animated fight scene I can think of. All the tricks they use to hide the cheapness make it look so much better than it would if it animated to Disney standard.

Because the film did look beautiful. It had a wonderful art direction and extremely detailed backgrounds, that doesn't mean the character animation itself was anything spectacular. They were still noted for being somewhat limited(and even I am not that critical, I don't find them limited nor static at all, just jerky and awkward).
And no, if you were counting animation pre-90s, it's true it would be deemed high-tier, just tying classic Warner Bros. material, but nowhere near the best. Have you even seen classic Disney and Don Bluth films? Their character animation trumps a lot of modern Disney's big time.

Yeah, it was well done. Their attempts to hide its cheapness were definitely better than the attempts in Sword of the Stranger's overrated as hell fight scene. That one was just LOL HAND/SHAKY CAM EFFECT DERP DERP.
