He was never really cool. He was just another generic, stoic, mostly silent asshole. Basically having traits that poor writers use to desparately think up a character kids will find intimidating and "badass".

Gaara was at his best in the beginning of Part II because he wasn't just a generic emo anymore. I actually saw that panel coming a mile away from in context. It's just funny to see that panel after seeing Chuunin Exam Gaara.
