During the usual recruiting of the characters, visit the house across the street from the shop in Surferio.

The second chance is in his house, which is the mayor's house, when you have to go the Elicoor story-wise.

Alright, as soon as I play this again I'll head back there. Also, is there a way to get Albel?

That and fyi for each playthrough, out of 4 recruitable character (Albel, Nel, Roger and Souffle), 2 of them can be your permanent party. I don't exactly remember the time when you can recruit them back. It supposed to be after returning from moon base to elicoor iirc. Maybe you should check GF.

You have 2 options on this. Either giving him the right answer during the hotel event in Peterny or fight him after returning from moonbase at urlsa lava cave.
