Any good starting points? I found the first comic but just in case of a better place to start, I made this topic.

I would start with the Declaration of Independence and then move on to the Constitution if you want to really understand Cap and why he is the best superhero ever.

Volume #5: Winter Soldier is a good starting point. Or if you don't want to read over 50 issues to catch up, you could start with Captain America #1, the one from July of this year.
