After the Majin power-up, was Vegeta on the same level of power minus the ability to go SSJ3?
It seems somewhat logical, but I always lean toward Goku being stronger than Vegeta at lower states anyway. though I'm wondering if I have any reason to.

The majin boost evened out the discrepancy.

They were fighting evenly; Goku said they were evenly matched; Kaioshin said they should be about equal.
