The early PS3s actually had the PS2 hardware built in. They took it out later on, citing cost efficiency, but some later models outside Europe still used software for backwards compatibility. If you can get a UK 60GB PS3, it is, to all intents and purposes, a PS2 inside, ergo 100% nbackward compatibility.

95% of money made from video games comes from the games, not the hardware. Sony probably figured they'd sell more games if they only let you play PS3 titles on your shiny new console, especially as PS3 titles cost £10 - £15 more than PS2 games.
