producing fire would involve them having a combustable liquid produced right above their mouths, which they spew out as a flame. They would have to have their mouth resistant to heat to be able to use it properly though, but such is possible, as many organisms can live in much higher heats than humans

For producing water, they would simply have to be able to fuse hydrogen particles with the oxygen in the air around them, which isn't impossible
