No, the video IS of the diaper Heihachi thing. Moose was just saying it's not really the final stage. Obviously it's not considering Jin, Kazuya and so on have other fights, but it's basically the final arcade fight for most of the other characters(save for Hwoarang who had that Jin battle after the tournament IIRC).
