On the subject, I have no idea what the friend feature does.

It lists all the people you care about. I've already some-what assembled The Pack. It consists of people I mostly talk to.

but does it actually do anything with said list
like does it let you see anything more on the screen compared to normal?

At least it's a better solution than banning people.

From what I've tried out it doesn't change the display in any way. Not usre what effects, if any, it has.

i guess if the forum had a couple of thousand users
looking at your friends list could be considered rapid access
but it doesn't seem to do much as far as i can see at the moment

yeah i didn't really no about it till i saw it on someone elses board
i never really saw the need to implement it
but i guess its nice to have the choice

This is actually quite a silly idea, especially considering you may miss out on something important from another user.
