I don't know about that tbh. Going by feats both can do given their circumstances...so like hulk stepping in NY and causing the eastern seaboard to rumble.. or how guy powers up and shakes a whole island..shouldn't be counted beacuse the other one has no way of doing so in their universe.

Going by pure physical feats here...Guy has punched so hard the air pressure shockwave force was comparable to te size of an small scale nuclear bomb. he's also punched so fast the air catches on fire...a shitstorm of fire. Hulk claps and it destroys a few city blocks but that's not conparable to guys AT. Unless i am misinformed on hulks feats if so forgive me.

Nah Hulk is definitely stronger. America can beat Japan in a fight (look at WW2) and Hulk fights for them, I really don't need any more proof. You'd get a real fight if you brought Superman into the mix though.
