Just Cause 2: A bit of a let down

Yeah, I'm playing this one, saved that drunk guy from the casino and now I'm in the car chase scene after getting his car out, game feels as awesome as I hoped I would find it

The let down? I think someone said it's open world, I was hoping for open world, but it's level based as far as I'm playing on PC

You must not know what open-world and level-based mean.

Level based means there are different levels. Like a generic sort of sea level place, elevated mountains and low valleys. Everyone knows that Moose.

I can't explore the entire area, there's no quite to free roam option, and if I leave a mission area it's either I continue the mission or quite to main menu

Gamebox & title screen say I do

You don't quit to free-roam. You always free roam. Once you get dropped off near the boat the game is open.
