Awesome villain. A man known for ruthlessly and mercilessly enforcing the justice of the World Government. He has a Devil Fruit ability, which allows him to turn into a huge leopard-human hybrid and a full leopard. A kingdom had 500 of its soldiers and its king taken hostage by a pirate crew, with the captain demanding to be made the new king of the kingdom. As the government saw the king beginning to admit defeat, they sent in the 13 year-old Rob Lucci, who slaughtered all 500 hostages to get to the captain, whom he killed without mercy. Yes, he was this badass as a kid. And is still badass as an adult.

3. Revolver Ocelot from the Metal Gear Solid Franchise
Triple Agent, Clever Bastard, Son of a bitch, this man, oh this man is just an unbelievable bastard. After every MGS game (Excluding 2) he's behind something or has been behind something. Whether it was Snake beating Liquid, Big Boss meeting up with EVA, or the Patriot's eventual termination, he had everything planned to the last damn detail. I find it hard to believe such an intricate villain exists in the ocean of predictability we all live in. But trust me, Ocelot fits the damn bill.

As much as you were expecting this you should just read it nonetheless. GIlgamesh is in many ways a psychopath. Gilgamesh is antagonist in each scenario of Fate/stay night. In Fate he mows down Caster like she's nothing with the Gate of Babylon. After that he mutilates Saber in their first battle with Enuma Elish. Even though he fails in the second battle with Saber, the reason for most of this is because he's what? An Arrogant and Selfish asshole. In the Unlimited Blade Works scenario he kills Berserker after chaining him down, and then he tears out Ilya's heart with his bare hands. After that he makes a return after Shiro and Archer's fight and hits Archer with the Gate of Babylon twice. Here's the result for those of you wondering.
